The problem
The portal that was lost was used by environmental/ecological consultants to manage data flow so it's quite a loss to the charity. All the charity has is a zip of the installed application and database taken off the server. It does look like it could be revived by someone who understands Drupal.
Proposed way forward
You can help come up with a plan but this should be a self contained project which roughly would be: you get the application zip file and access to an EC2 instance and you get it running again. Simples. AWS Elastic Beanstalk is also a possibility.
If you are unable to get it working that would also be helpful to know.
